NEW PLYMOUH, This Day. Gentle rain almost throughout the night was followed afc 9 o'clock this morning by a tropical downpour, ivaich continued through the morning. The prospects are poor for tue band contest garden party this afternoon, and the ground will be heavy for tho athletic championship meeting to-morrow.
