These attempts, he said, conveyed an implication not only that Ministers were doing something dishonourable and improper, but also that men in responsible positions, but who took lio part in politics, wero doing something wrong end dishonest at the instigation of Ministers. Ho had no hesitation in saying that there was no justification for such a statement. It was all "absolutely bacelcss and without foundation in fact."
