A meeting of the- general committee of the National Liberal Federation was held yesterday at Leicester. A resolution was unanimously adopted urging further leduction of expenditure on armaments. A majority of the committee was in favour of extending tho franchise to women. SCOTCH LAND QUESTION. A SMALL HOLDINGS* BILL REJECTED. LONDON, 22nd February. ' The Small Holdings (Scotland) Bill cdme up in tho House of Commons for its second reading yesterday. The Bill is based on the lines of tho English Act of last session. Captain Sinclair, the Secretary for Scotland, opposed tho measure. The motion for ths second reading was negatived by 184 votes to 44. SWEATED INDUSTRIES.
