' The Small Holdings (Scotland) Bill cdme up in tho House of Commons for its second reading yesterday. The Bill is based on the lines of tho English Act of last session. Captain Sinclair, the Secretary for Scotland, opposed tho measure. The motion for ths second reading was negatived by 184 votes to 44. SWEATED INDUSTRIES.
