By oVe*r*pb.— Trtta Amt>dtiioa.—Copyrigh% d (Received February ll t 9 a.m.) LONDON, 10th February. Sir James Laing and Co., the Sunderland shipbuilders, have suspended 1 payment. They hope to submit a scheme for reconstruction. The heavy slump in shipbuilding that has taken place within the last few months no doubt accounts to some extent for the position In whic-h Laings find themselves. In December we were told that owing to the scarcity of new orders Clyde shipbuilders nad discharged many workmen, and that one firm had had to dispense with the services of twentyfour draughtsmen. A month earlier there were eight thousand persons workless in Sunderland', which, vies with the Clyde I in shipbuilding, whilo 30,000 were in distress.
