Gentlemen, — 1 have again been nomina. ted, and am a Candidate for election to tho position on tho Harbour Boaul as your representative. Gentlemen, — The Harbour Board are now going in for groat improvements and moie accommodation at a great expenditure of money. The Board must keep ahead of tho times, and give facilities for tho increasrd work. This may entail increased dues of some kind, as the port of Wellington has no endowments, like 601110 o[ the other ports of the colony. Wellington is the greatest distributing centre, and, as a free port for goods, will become more to as time goes on. The Shipping Companies do not differentiate on the freights to any of tho ports in the Dominion, and the groat facilities which aro given lo thorn in Wellington are not considered by them in their treatment of tho citizens of this city. This should rot be co. An endeavour has been made from time to time by tho various Shipping Companies and their agents to curtail thii charges on shipping and place more charges on the goods. This, if they be successful, would necessarily imposo heavier burdens on the people of tho Welliuglon district and relieve tho Shipping Companies of their proper responsibility. I have shown in the past tho toHily inadequate charges which arc paid by tht Shipping Companies for the facilities given them, if tho citizens and paj^ers of clues wish to have a return'to the olden tim?*, when Wellington was a freo port foi ships, then let them havo tho managois of the various Shipping Companies ou tho Board, as was the case at that lime. We wero told some few years ago that tho increased charges on tho Fhips would causa our port to be deserted, but what aro tho facts? — our trade has increased, our business lias increased, shipping has* incroaFed, and the cry is now for more wharfage and more accommodation for shipping. The Board intend to give this. How is the cost to be distributed? _ Aro the man ugers of Shipping Companies the proper ■persons to decide? History tells a different talo. As I havo only to-day returned from the South, I have not been able to place my views bnforc you as fully, as 1 would like, but if you arc fattened with my past doings on 'behalf of tho City and Port of Wellington, and if you agree with my idea of tho future, policy to be pursued, as here outlined, then 1 atk for your vole at this election. T am of opinion that tho Patent Slii> should be acquired and operated by the Board. • ' In^view/of the. largo amount of e» ponditurc absolutely necessary during tha next four years to provide for exten. sions of wharf and shed accommodation, I think it would ba prudent to allow Hie actual work of reclamation in E^ans Bay to btand over until such extension* havo moio nearly approached finality. In the meantime if the adjacent lands necessary for excavation and frontaga purposes cau bo purchased at reasonable prices, they should be Bucured. During tho next two years the effect of the recent changes in the executive staff will need tho watchful care of the Board. It is certain aho that' a revision of tho Board's tariff of dues and Port charges will bo necpssary, and care will have to bo taken that a. fair allocation of these charges is made between fehips and cargo. In these and other matter* affecting the maintenance of Wellington as tho premier Port of tho Dominion, I Bhall esteem it an honour, if elected, to act as ono of your representative--'.
