In the annual report of th© United Kingdom Mutual Steamship Assurance Association complaint is made of the unjustifiable conduct of the colonial police and shipping authorities, especially in regard to their unwillingness to assist captains of 6hip3 in upholding the regulations respecting deserting aliens.
