PROHIBITION AS TO HAWAII. STATEMENT BY .COUNT HAYASHI. By Telegraph. — Press Asnwiotton. — Onpyrieht. TOKIO, 27th January. The Government has isued an order absolutely prohibiting emigration to Hawaii, . except in the case of those having relatives there. < The order has created consternation among the emigration companies, and is likely to provoke a violent attack on the Government's policy. Count Hayashi, Foreign Minister, declares that the Government, having given a promise to America in this matter, is determined not to recede from it, notwithstanding any political pressure that may ,be brought to bear. ■ SATISFACTION AT WASHINGTON. LONDON, 27th January. The New York correspondent of The Times says that the news of the issue of the order, by tho Japanese Government has been received with the greatest satisfaction in Washington.
