Mr. Trotter, > a special commissioner sent by the Canadian Trades and Labour Congress to warn British workers against emigrating to Canada, is now in London. Addressing a gathering of the Labour party and the Parliamentary Committee of the Trades Union Congress at Westminster, Mr. Trotter declared that the flood of skilled labour had attained alarming proportions. Ho pointed out that many of the immigrants were settling in the cities, where they were not wanted, and refused to go into the country, where they were' needed. Mr. Trotter Warned the Canadian manufacturers, British emigration agencies, and the shipping companies for this excessive flow of emigration westward, declaring that the latter were working on commission.
