EX-DUMA MEMBERS CHARGED. EDITORS AND STAFFS. ARRESTED ON SUSPICION. By TelcgTOph.— Preea A&sociation.-Copyriglit. (Received December 19, 8.33 a.m.) ST. PETERSBURG, 18th Dec. Ono hundred and thirty-ono ex-Duma Deputies, 87 belonging to the Constitutional Democrats, will shortly be tried at St. Petersburg. Tho editors and staffs of two St. Petersburg newspapers, numbering 100 altogether, have been arrested on suspicion of belonging to revolutionary organisations Ib has been stated that ex-monibers of tho Duma h*vo been actively prosecuting their campaign to subvert the military forces of the Empire, 'in a manifesto issued by them the following is ono of the most striking passages: — '•Remember, soldiers and brothers, how the Jewish high priests sent an armed band into the garden of Gethhemane arpinst Christ. The Tsai's Government his done likewise. As the teachings of Christ struck terror into the hearts of the high priests, so the Duma filled the Tsar and his Ministers with dread. But the Duma found its defenders The artillerymen of Sveaborg, the sailors of Cronstadt, the garrisons of Deshlagar, and other fortresses raised high tho standard of Land and Liberty to avenge the violation of our national honour. Had their daring been" crowned with success, a new Duma would have been immediately convoked, possessing full authority and elected from the whole people. Those in the Duma also represented the Fatherland. The Tsar dispersed them, thereby declaring himself against the working-classes. He deceived the Fatherland. Soldiers and comra-des, fulfil your oath to tho Fatherland, and show which is dearer to you —tho Tsar or the Fatherland. Soldiers, the nation is rising for tho struggle. Is your placo in tho ranks of the nations betrayers? JS T o, brothers; your place is in tho ranks of the fighters for the authority of the people and for the convocation of a Constituent Assembly."
