The New York Herald state's that out of 12Q Congressmen and Senators consulted, only 27 favoured retaining the Philippines. The Herald last month started an agitation in favour of the sale of the Philippines to Japan, or any other Power. It was stated at tho time that majiy prominent public m-n supported the agitation, some even contending that the islands should be given aw ay if a sale could not bo effected.
