President Roosevelt has arranged a provisional agreement with Japan regarding the school tfouble in California, and will submit it to tho Californian school officials to prevent a misinterpretation. Mr. Roosevelt will also appeal to tho State's commonsense and patriotism to effect a settlement of the difficulty.
