[riIESS ASSOCIATION.] LONDON, 4th February. j Tho Earl of Crowe, Lord President j of tho Council, who had chargo of tho Education Bill in the House of Lords last session/ delivered a Bpeech at Stoke on Saturday. His lordship forecasted the Government's Bchemo to reform tho House of Lords and to redress tho balance now operating unfairly in ono direction. Ho contended that tho only solution of the education question was the Govern-. m9nt's Bill — not necessarily vorbally tho same as that of last session, but on the same lines. Lord Crowe remarked that though Mr. Balfour retained his opinions on many subjects — including women's suffrage and" Catholic education in Ireland —he had never dono anything to promofb these things when ho was able to do so. From that standpoint, the fact that Mr. Balfour retained his opinions on tariff roform was encouraging to freetraders.
