It now transpires that Fchim Pasha, chief of tho secret police at Yildiz, whoso punishment Germany has demanded for extortion and seizure of timber, was also general of a division, and an aide-de-camp of tho Sultan's ne has blackmailed residents for years. Tho German Note describes him as "a brigand and a notorious criminal who has been dishonouring the Sultan's prestige." Tho incident, owing to Gormany's intervention, has caused a sensation.
