DEBATE ON THE LAND TENURE BJLL. TRANSFORMED INTO A GOVERNMENT MEASURE. MR. BALFOUR'S PROTEST. trUESS A3SOCIATIOV.T (Received November 8, 8.50 a.m.)LONDON, 7th November. ■Ih the Houeo of Commons yesterday, Mr. Balfour moved the adjournment of the House as a protest againet tho Government transforming the Land Tenure Bill from an unofficial member's Bill into a pevernment meaisme. It was, he said, unfair that a contiovenial private Bill, which the Houss on Friday afternoon read a second tini9 alter an academic discussion, should, without ' warning, be converted into a Ministerial measure. Sir Henry Campbell-Bannerman, the Premier, justified the piocedure followed, and moved tho closure, negativing the adjournment by a majority of 226 votes. Mr. Wyndham declared that the Bill was of enormous importance. It was the first step towards legislating for Britain on the lines of the Irish legislation, or it might bo the first step towards land nationalisation. Tho Times declares that some of the proviaions pf the Bill are very questionable, and; are apparently inspired throughout- 'by an ingenious assumption that $i tenant wae always deserving while a landlord was generally the reverse.
