ELECTRIC POWER.

A LONDON SCHEME. [PHESJ ASSOUJXiOK-1 -- LONDON, 7th November. Tho London County Council decided by 80 votes to 34 to promot© a Bill in Parliament to sacuro for the council entire control of the 'electrical power and lighting cupply |oj London. Tho 'Morning 'Post states that four millions sterling will be needed for the £cbemo, and ultimately much more since tho council contemplates supplying the fcurrounding districts. In April last, the Ho\iEe of Coinmoce rejects}! a London Ekctrical Power Bill. It was urged by opponents of the Bill that tha measure gave tl^o Additional Supply Company unlimited power in regarq to tho area, of supply, and also to compete with existing statutory undertakings unhampered by those restrictions by which such concents wcro bound. Speaking on the Bill, Mr. Lloyd George (president of the Board of Trade expressed his regret that the\ promoters of tho Bill' had no 6 taken the buine course as tho' promoters of similar measures for Loudo.n. There was no question as between municipal trading ond' private enterprise. There wcie somo mno or ten competitive schfemeg, and tho House had come to tho conclusion that the whole question should bo considcicd by a hybrjd committee, and that all thoio competitive schemes should have a locua stundi before the committee, who should consider not only tho County Council scheme, but should determine what was the best scheme for London. The Additional Supply Company could likewise- go before that committeo and arguo tha^ the best way to supply electricity in bulk was not through the County Council, but by their own plan. Instead of that tho Additional Supply Company tried to got a year's advantage over tho other companies. In view of tho circumstances it would be only ft breach of faith on tho part of the Govcrnriient not to oppoeethia particular Bill.' For, supposing tho hybrid committee decided against the County Council Bill. If they allowed tho Additional Company to go through now they would hu've their Bill probably a year beforo tha \dministrativc County Company and the other companies, and that was an unfair advantage. The company now said that thov would only supply railways and cunaLj. That meant ihoy pionopcd to take the cream of tho business, and thsy put that forwaid as .i concession. He regretted that the promoters liad been so ill-advised as to take !i step which appeared liko an attempt to stcnl a murch on tho other undertakings, and ho hoped the Houeo would teach them a loeson. r,i, Mr «.» loyd G( ; or £ 2>a hope was realised. Ihe Bill \r a9 rejected by a largS. majority of votes. ________ *" '
