Most witnesses tended to exonerate flax, but a slight doubt remained. "The upshot of the enquiries," ran the summary, "goes to indicate that the spontaneous combustion theory for flax should be tested to the satisfaction of persons engaged in the export trade. In case the theory is proved, there remains a question whether the Government graders' passing of hemp for export is a sufficient guarantee that it is absolutely dry. Secondly, wool, which is known beyond cavil to bs liable to spontaneous combustion, should be at least subject to the safeguards which are exercised on flax." The Premie; (the Hoto. W. HallJones) has come into line with the suggestion expressed in the Post. He is of opinion, that there should be careful inspection of wool and flax alike before shipment, either by agents of the underwriters or Government officiate. He intends to recommend to Cabinet that a Royal Commission 6hould be appointed to exhaustively enquire into the whole question of these fires. Howard, Bay Health officer at Melbourne, was considerably surprised after boarding the N.Z. and A. steamer Devon recently off Williamstown at the unusual parade of passengers, 147 in all, assembling and classified as "steerage." It was explained that the travellers were booked from Liverpool to New Zealand, in pursuance of that dependency's policy of assisted immigration as regarded passage money, though a largo numbpr, desirous of making homes in a new country, had willingly paid all charges in full. The intending colonists were of different vocations, principally mechanics and agriculturists.
