LABOUR ON THE RAND.

NUMBER OF UNEMPLOYED ENGAGED. THE REPATRIATION NOTICE. [PRESS ASSOCIATION.] LONDON, 20th June. Rand mine-owners are engaging unemployed at seven shillings and sixpence a day. The Radical newspapers of London hail this as the first step towards' the abandonment of Chinese labour. A deputation consisting of sixteen Radical members of the House of Commons waited upon Sir Henry CampbellBannerman, urging him to amend the repatriation proclamation so as to make it accord with the expressed intentions of the 'Government. The speakers advocated the cessation of further importations of Chinese to the Rand, and that the Chinese, labour ordinance be annulled upon a definite date. The Prime .Minister gave a sympathetic reply. He admitted that the translation of the proclamation as published was a burlesque on the intentions of the Government and promised to reconsider the advisability of stopping the remaining eight thousand permits if it was found that the security of life and property on the Rand was imperilled. Sir H. Camp-bell-Bannerman also undertook to ( provide facilities for further discussion of tho subject by Parliament.
