The first local body to take advantage of the lion. W. Hall-Jones's scheme for supplying State coal to the smaljer centres in the colony is the Masterton Borough Council. The Government will undertake to provide regular supplies of its coal to any municipal body which wishes to retail it at a reasonable rate to householders. The coal will be sold to those bodies at a slight increase on the cost of output, and it is reasonable to suppose that a profit will also be made by the councils which retail it. The Government will take no risk in the matter. It will receive so much for the coal which it supplies wholesale, and if any bad debts are made the loss will bo that of the municipal corporations.
