President Roosevelt, in a message to Congress, emphasises the recommendations made by tha Joint Board of Army and Navy Officers on defence works at Chesapeake, Honolulu, Manila, and other harbours. Tho increased armaments of the United States ports will, it is estimated, cost 50,879,000 dollars. THE SOKOTO TROUBLE. LONDON, 6th March. Major Lugard telegraphs that the Mahdi, who led the lecent rising, has died from wounds. The tebels are surrounded by the Sokoto native contingent, ■which is awaiting reinforcements. All the Emirs, remain loyal to the British. The rebels are chiefly outlaws and fugitives. METHODIST CONFERENCE. SYDNEY, This Day. The 'Methodist Confcionce discussed a memorial from the missionaries of Fiji, asking that they be recalled for borne work owing to their inability to administer legislation. It was decided to defer tho enforcement of tho Fiji Constitution until tho next general conference has dealt with tho subject. HARBOUR STEAMER PURCHASED. SYDNEY, This Day. The harbour steamer Cobar hns been sold to the Wellington Steam Ferry ( Company. PRINCESS ENA. MADRID, 6th March. Princess En a of Battenierg, who is to marry King Alfonso of Spain, has been baptised in the Ca-tliolic faith. She is to be confirmed at San Sebastian tomorrow.
