Accommodation at Algeciras being inadequate, the Moroccan Conference is to meet at Madrid. i STATEMENT BY THE FRENCH PREMIER. ANXIOUS TO MAINTAIN COURTEOUS RELATIONS. (Received December 19, 8.51 a.m.) PARIS, 18th December. M. Rouvier, in a firm, dignified statement, said Germany and France had succeeded in passing the two first stages in the settlement of their difficulties — difficulties which at one time almost, disturbed the relations of the two Powers, and France now calmly awaited the result of tho Conference. She was anxious to maintain courteous relations with all, even relations of reciprocal confidence. All the parties in the Chamber of Deputies, except the Socialists, warmly rallied round M. Rouvier. M. Jaures made an attempt' to secure a general debate, but his proposition was negatived by 501 votes to 51. The object of the Conference, according to the programme arranged, is a desire on the part of the Powers to help the Sultan of Morocco to find the means first for restoring personal security in Morocco, second, for restoring tho financial situation in that country.; third, for the regular working of the collection' of the taxes. The programme further demands that all the Powers shall be allowed to compete for public works.
