REFORMS IN RUSSIA.
COUNT WITTE ADVOCATES LIBERAL MEASURES. [FBESS ASSOCIATION.] (Received October 21, 8.36 a.m.) ST. PETERSBURG, 20th October. Count Witte, speaking before Count Solsky's Commission, urged that immediate legislation should be passed to ensure liberty of person, press, conscience, and public meeting. Ho also emphasised the necessity of the Government co-ojjerating with the moderate 'elements of society.
