Preliminaries in connection with the Peace Conference of Russian and Japanese plenipotentiaries are proceeding slowly. CONVICTS AT SAGHALIEN. (Received August 10, 8.50 a.m.) LONDON, 9th August. The Japanese commandant at Saghaliep reports that convicts were apparently released before the surrender. He fears fliat they are likely to disturb the peace of the district.
