KARORI BOROUGH COUNCIL

THE RECREATION GROUND, PUBLIC WORKS REPORT. 'A meeting of the Karori Borough Council held last evening was presided c*er by tho Mayor' (Mr. A. C. Pearce), the following Councillors being in attendance : Messrs. Cook, Murdoch, 'Dasent, Kirkcaldie, Clark, Tisdall, Spiers, and LLssington. The Invercargill Borough Council •wrote with reference .to tho Fire Brigade Bill now t>?fore Parliament. It pointed out that there -was no necessity for a Board to manage &i& brigade matters, and asked ihe Council to oppose the Bill. One Councillor said the matter should be considejed by the Municipal Association, and subsequently it was decided to "receive" the letter.' The Valuation Department wrote stating that the incomplete state of the roll was caused by two objectors to tho recent valuation, calling upon, the Department to either reduce the valuation of their properties or purchase them on behalf of tho Crown. Both cases were referred to the Land Purchase Department for consideration. The Board had decided to tak-o no action in Bannatyne's ca«e, and the valuation roll had therefora been amended in accordance with advice sent to ithe Council to enable the local troll .to be corrected." _No decision had yet 'been arrived at in Cooper's case, but as soon as .the matter had been determined, a notice and amended roll summary would 'be sent to ths Council. In this case the Council would be safe in assuming -the value ito bo £6000 for fch& purposes of estimating rates, but this amount could mot yet 'be placed on the roll. With reference to the ratability of the property occupied by Mr. Warmington, the Department considered that it was a matter entirely for tl« consideration of the Council. The local roll recently issued showing this property as exempt was subject to the approval of the Council in all matters except those affecting areas -and values. If tho Council was unable to com© to a decision in the matter, 'the Department suggested that lit should *ak» Segal advice. It was agreed; to Ireinstete WaTmington's property on the roll. No further action was taken with reference to the other properties. Attention was directed by Mjassrs. Brown and Dean, on behalf of Mr. Dix, to the excavation -being cairied on ■by Mr. Joll at the corner of Joll-road and Karori-road, and adjacent to Mr. Dixs property, in such a manner as -to threaten the destruction of Mr. Dixs fences and shrubs. They understood that the excavation • and road cutting was made with the consent of the Council with a view to widening the road adjoining Mr. Dixs property. Notice had been given Mr. Joll to cease excavating, but should the notice be disregarded immediate steps would be taken against both Mr. Joll and the Council to obtain an injunction preventing .the execution of the 'road-widening works in' the present manner. On the motion of Councillor Murdoch, the Clerk was instructed to communicate ths terms of the letter to Mr. Joll, «Cnd to notify him that the Council only gave him permission to remove spoil off the road, and that he must not interfere with the right-of-way. The settlement of a claim t>y Mr. J. H. Tair in connection with his quarry was the subject of a letter from Messrs. Chapman and Tripp. They stated that Mr. Tarr had no wish ito embark on litigation with tho Council, but he wished to know what position the Council took up in tho matter. It was stated that a letter dated .Ihe 24th June, referring to the subject, had already been answered, and tho communication was received. •Messrs. Skerrett, Wylie, and Weston wrote asking the Council to forego a bond imposing conditions on certain pro-perty-owners with reference to ths many tenanca of a right-of-way to Beautiful Karori over Belrs quarry. The matter was referred to the borough solicitors. iA letter was .received from the Wilton Estate Company, Ltd., drawing attention to the present unsatisfactory state of the Cr«B\vick-road. The company had in hand 'the formation of a *oaa from the Creswick-road through the estate, and it was 4 pity such a good road should be handicapped by a bad approach. The company suggested that the Cre3wickroad should be widened and the grades improved. Til© MayoT said the .broposed work would cost a sum rumung into about four figures, and he was doubtful whether the ratepayers wduld support the proposal at present This, no doubt, would be a main road, and he would be ac pleased aa any one to see the -work carried out, 'but- he thought tho Council could hardly do it at present. It •was decided to tfefer the "matter to the meeting to fee held Jisxt evening to consider the road-widen-ing scheme. The Works Committee submitted the following recommendations : — (1) That Mr. Collier be requested to re-grade the right-of-way at the back of his property in Karori-road, put the breastwork up in a safer manner and fill it in. (2) That the drain opposite Mrs. Wilkes's I refreshment Tooms bo piped from the fenoe-l'ijio to join the present culvert, and continued .to the 'boundary of the road. (3) That tho Council should not take over Moana-street until the owners of the .property dedicate sufficient land to make the road a chain wide where it joins Mr. Tait's boundary. (4) That seventeen garden seate be purchased. (5) That a three-wheel road-broom be secured at a cost of £64 16s. Tho recommendations were- adopted. The .recreation grouna question was discussed at come length. It wns eventually decided to purchase the ground, and ask tho ratepayers to sanction tlie raising of £6000 for the purchase and improvement of the property.
