IMPROVED RELATIONS WITH THE QUIRINAL. JTBESS ASSOCIATION.] (Received Augusb 9, 8.31 a.m.) ROME, Bth August;. The Pope has transferred from France to Italy the Protectorate of Franciscan Conventuals, with missions in Constantinople, Adrianople, Bosnia, and Moldavia. This ia a significant illustration of an improvement in the relations between the Vatican and the Quirinal. The Franciscans was au order of mendicant friars founded by St. Francis of Assisi, Italy, authorised by the Pope in 1210, and more formally ratified in 1223. In addition to the usual vows of poverty, chastity and obedience, special stress is laid upon preaching and ministry to the body and soul. Under various names, such as ilinoiutes, Barefooted Friars, and Gray Friars, the order spread rapidly throughout Europe; among its members were Alexander of Hales, Duns Scotus, Roger Bacon, Occam, Popea Sextus V. and Clement XIV., and other eminent men;' and the order was long noted for it's rivalry with the Dominicans. Differences early arose in regard to the severity of the rule, which culminated in tho 15th century in the division of the order into great classes, the Observantines or Ob6ervaifts and the Conventuals ; the former follow a more rigorous, and the latter a milder x-ule.
