MEETING OF THK COMMITTEE OF MINISTERS. PROPOSED RE VISION OF THB LAWS. ST. PETERSBURG, 27th Fob. Whon tho Committee of Ministers wns considering tho rovision of special laws to prevent social disorder, M. Durnovo, Assistant Minister of the Interior, declared that domiciliary visits, expulsion, and other mothods of punishment under present administration — in placo of regular judicial procedure — only caused oxnsporntion. M. do Witto, President of tho Committoa, said tho Govurnmont ought to prevent evil, instead of only aiming nt repression. M. Witto pleaded iho catiao of tho Jews,' whoso lives ho declared wore rendored insupportable. Tho Committo decided that tho laws must bo positively defined, and oxcoptiorml measures strictly confined to times of disorder. It wns derided to advise tho Tsar to nppoint a special conferences to roviso the lnws rotating to tho maintenance of ordor. It is stated thnt tho Tsar hns confirmed tho Committco's conclusions. "uIaXIME GORKY. ST. PETERSBURG, 28tli Feb. Maximo Gorky, tho Russian novolist, who was nrrcsted in connection with tho disturbances at' St. Petersburg last month, has beo'n released. Ho was compelled to proceed to Riga immediately. (Received March 1, 8.30 a.m.) ST. PETERSBURG, 28th Feb. Maxim Gorky was released on bail, which was fixed nt 10,000 roubles.
