SCABCITY OP FUEL AND WATER. PROBABLE SUSPENSION OF ' HOSTILITIES. (Received November 26, 8.20 a.m) LONDON, 25th November. The New York Herald's St. Petersburg correspondent says the absence of fuel and water will probably compel General Kuropatkin to suspend hostilities until spring. The difficulty of hacking enough ice from the frozen streams and melting -it by means of roots of Kaoling plants dug from the frozen ground is enormous. MOBILISATION IN RUSSIA. (Received November 26, 9.20 a.m.) LONDON, 25th November. The Standard states that it is reported in Odessa that a general mobilisation throughout European Russia has been ordered for Jamiary. From 30 to 90 per cent, of the Jews in the Kishineff, Kherson, and Simpheropol districts failed to respond to the recruiting orders. The men have since crossed the frontiers.
