Two great revolutionary groups in Russia offer to abstain from violence lest their actions should hamper the movement in the direction of obtaining reform initiated by the delegates from the Zemstvos. Students have similarly decided to refrain from taking part in demonstrations. The Tsar is strongly inclined to grant the concessions.
