[Extraordinary.] < (Received November 3, 9 a.m.) LONDON, 2nd November. The interchange of communications between the different Government officers and with St. Petersburg was frequent yesterday. It is semi-officially stated that there is not sufficient reason for supposing that there has been a serious hitch in the negotiations.
