INTERCHANGE OF DELEGATES. CONSCRIPTION VETOED. MOTION IN FAVOUR OF FREE TRADE. A TRIBUTE TO KING EDWARD. I [rRESS ASSOCIATION.] (Received September 9, 8. A3 a.m.) LONDON, Bth September. Mr. Ben Tillolt submitted a motion at tho Leeds Unionist Congress in favour of instructing a Parliamentary Committeo to send repiebenlatives to international congress conferences in order to bring workers into closer fraternal touch. The motion was negatived by 246 votes to 83. Mr. Walker, of Belfast, deprecated mero centime-nt in theso matters. They must, ha said, descend Io tho bedrock of facts. Each country must do its best to improve the condition of its workmen. An interchange of delegates is, in his opinion, unnecessary. A resolution protesting against any form of army conscription was carried unanimously. Ono speaker <loscril)cd His Majesty King Edward as "England's only statesman in showing the way to arbitration and peaco." A resolution upholding free trade was carried almost, unanimously. Another in favour of eight hours' work a day was also adopted.
