A FORECAST. [I'RBSa ASSOCIATION.] NEW YORK, Bth September. Mr. Bell, a Republican,' has been elected Governor of Vermont with a majority of 32,000 votes over Mr. Parker's democratic candidate. Whenever tins election, during the Presidential campaign, has yielded a majority for the Republican candidate of over 25,000, it hns been taken ns a clear forecast of the return of a Republican President.
