LOCAL AND GENERAL. ♦_:—: — His Excellency the Governor, who is to open the Maryborough Industrial Exhibition on Saturday week, 17th inst., will arrive in Blenheim afc 10.15 a.m., when ho will bo publicly received and weloomed. It is proposed to coll out the Volunteers oT the- district, and to have a procession, which will include tho military, Friendly Societies, Fire Brigade, and school children. His Excellency will be entertained at a public luncheon at 2 p.m. Copies of tho very interesting series of viows published under the title " Old Wellington " arc still procurable from booksellers and Evening Post newspaper runners. Country residents interested in tho early life of Wellington, and all who care to secure this unique pictorial record of tho remarkable growth of tho city, can obtain copies by forwarding twelv'o penny stamps to tho publisher, Evening Post. A report lias been furnished by the. I City Engineer to tho City Council upon the damage that is being done by traction engines to the streets of tho city. Tho Council has referred tho report .to its Bylaws Committee to formulate* a remedy. The same Committee is also to consider a letter from Messrs. Grabham and Co. with reference to the use I of motor waggons in tho city. A bonus of £500 is offered by tho Government for a means of exterminating noxious weeds, applications to bo in the hands of tho Minister for Agriculture by lsfc November at latest. Hjs Honour the Chief Justice had before him in Chambers this morning a question as to the powers of tho Registrar of tho Court to act for the Judge in tho Judge's absence from the district. The matter came before his Honour in tho form of an application to sot aside a charging order tna<i© by the Registrar at Blenheim in tho case ol' Gardner v. Fran-" cis. The charging order purported to be. uiado and signed by the- Registrar, and did not bear ths seal of the Court. The rule provides that -a charging order may bo issued by leave- of tho Court. Another rule provides tlmt the Judge may exercise at Chambers a jurisdiction given by statute or by the rules of tho Court, unless it. is expressly provided that anything shall be done in open Court. This rule is relied on in support of the order. His Honour said ho' would consider the' matter. Mr. Chapman, instructed by Mr. Conolly, of Blenheim, appeared in support of tho application to set aside the order; Mr. Myers, instructed by Mr. M'Cftllutn, also of Blenheim, opposed tho application. A custodian for the Botanical Gardens is to be advertised for. Unsold sections at Aitken-street, Eliza-beth-street, and Kent-terrace were referred to in tho report of the Financo Commilteo of the City Council, which last night recommended that authority be given to sell the sections on terms, if necessary, such worms to ho as follows: — 20 per cent, deposit., 10 per cent, in three months, 10 per cent, in six months, and the balance to remain at the rate of 5A per cent, per annum. Tho Mayor stated that tho object of the reoouunendation Avas to give tho Council powor to deal with Aitken-streot on something like iho terms on which a privwto individual would have power to deal. Councillor M'Laron wished to move as an amendment that tho recommendation be referred back to the Committee, with a view t«£ considering the leasing of tho land. Ho did not think tho Council should part with tho land, Tho Mayor stated that the sections must be sold in accordance with the financial arrangements in connection with tho streetwidening work. Councillor M'Laren replied that ho thought all that had fallen through when the sections were offered for sale and not. sold. Councillor M'Laren did not press his amendment.
