Tho Chancellor, in his address, urged the colony to inivke suitable provision for Iho encouragement of original reBearch. He recommends (bat. tho Senate should grant v re.swirch wbolurship for two year* every year to the student distinguishing him.self in ivwaich work, and for llui completion of his .studies in some Old World University. Tin's scholarship should alternato with tlie Knglish Exhibition one, and hhould be worth £150 a year. He read the oxtracts from' Professor Dixon, ono of the English examiners, showing that in Home .subjects teaching in Zealand w«h equal to thai of the best teaching institutions in England, lie strongly urges the establishment of v school of journalism, seeing that the colony has 200 newspapers, whilo 434 follow journalism for a living. Seeing tlio enormouN influence of tho press, its directors should, he said, be woll versed in history, humanity, political. science, jurisprudence, political eoontimy, and philosophy. Ho appealed to wealthy colonists to imitate the UniU-d StoUxi, whose liberal (r«itmt;nt of higher education is enabling the Republic to turn* out more educated men and women in proportion to tlio population than any other country in the world.
