Tho Times, commenting on tho cablegram sent by tho Secretary of State for tho Colonies (Mr. Lytteltou) to Mr. Seddon, in reply to tiio lattcr's protest agninat the importation of Chinese to tho 'Lransvuftl, uppUuuls hia wisdom in "following the (utlutpry rulo of least interference." It considers that the Chino&eordinance of the TmiLsvaal betas very evident signs of tho influence exerted by consideration of tho objections so forcibly urged by Mr. Seddon. (Received January 30, 8.35 a.m.) LONDON, 291h January. The Pall Mall Guzello .says that tho Jlon. A. Lyltcltun, in his reply to Mr. Suddoit, whs worthy of Mr. Chamberlain in hia be.sfc manner. Tho paper adds that tho Colonial Secretary lu>s taken a commonsentiti view of the. matter, and expresses tha hoi>» that Mr. Soddoii and his colleagues, having protested, will bo «iti.slied.
