TO THE EDITOB. Sir, — I cannot understand the apathy) of the City Council on the question of sanitation. To see the old dilapidated rat-eaten building^ standing in the middle of the city, and to know that they have been condemned by the inspector years ago, fills -me w.'th astonishment. If fever once gets a fair start in these places, God help the poor over-rented tenants ; there will he no redress for them, and it will cost the citizens some thousands of pounds. I have been asked a number of times if there is any officer employed to inspect back premises, and if so what is he like ; none of my neighbours have ever seen him. — I am, etc., . A CITIZEN.
