AMERICA READY TO MEDIATE. MANIFESTO BY PRESIDENT CASTRO. [press association.] NEW YORK, 10th December. The United States Minister (Mr. H. . W. Bowen) at Caracas, the capital of Venezuela, will protect British and German interests and subjects, and has un- ! dertaken informally to mediate if an oppoitunity is offered. j General Castro, President of Venezuela, has published a statement virtually declaring that Venezuela's creditors must wait until internal peace is restored. He is unable to accept humiliations which are offensive to Venezuelans. The statement is regarded, as defiant.
