o THE EDUCATION BILL. APPLICATION OF THE CLOSURE [press association.! LONDON, 12th November. ' In the course of an impressive speech on Mr. Balfour's motion to guillotine amendments to the Education Bill, Mr. Chamberlain declared that the application of the closure by compartments would alone prevent Parliamentary impotence. The efficiency of Parliament, he said, was never complete until a system was devised for ending all discussions within a reasonable time. Mr. Balfour said the House must curtail its privilege of criticism in order to give more time to legislation. The system of closure by compartment was clumsy, but drastic. ,The effectual use of the guillotine, said the Prime Minister, was not establishing a precedent, as it had been often used. Sir Henry Campbell - Bannerman, Leader of the Opposition, said the only justification for the course proposed was in a case of extreme urgency, but not to prevent discussion. Mr. Chaplin declared that it was impolitic to resort to the gag. Sir Henry. Campbell-Bannerman's opposition to Mr. Balfour's motion was defeated by 284 votes to io2, and Mr. Balfour's motion was carried by 222 to 103
