NEW SOUTH WALES PARLIAMENT. THE LIEUTENANT-GOVERNOR'S SPEECH. [press association.] SYDNEY, 24th July. Parliament was opened by the Lieu-tenact-Governor (Sir F. M, Darley) today. His Excellency's Speooh, which was democratic iv tone, reterred to tho inauguration of the Commonwealth, the death of tho Queen, and the accession of tho King. It promised to increase technical education with a chain of bursaries, enabling pupils from bush districts to, roach tho university. Special attention will bo given to industrial conditions and tho improvement of tho Factories Act, and to tho provision of better accommodation fo r shoarcra and, other bush workers. II is proposed to yet apart in the vicinity of Sydney and other centres of population, a fair area* of Crown lands, to bo let in blocks varying in size from half an acre to ten acies, upon long terms of touure, at a rental not exceeding 5 per cent, on tli9 capital value. Parliament will be invited, in view of tho great importance of the pastoral, agricultural, dairying, and fruit-growing industries, to send experts to Grout, Britain, Europe, South Africa, India, and the .East, for the purpose of opening up markets. Steps will be tnkon for ' tho better classification of applicants* for Government relief, as there is rensbn to four th.-if, tho concessions already granted have been in some cases abused. The finances of the State, the Speech adds, show a general revival in prosperity. Owing to federation, there is no longer any reason to keep alive party differences uppn the question of freetfado and protection, which so long distracted the peqple from the steady pursuit of social reform. MOTION OF CENSURE ON THE GOVERNMENT. (Received July 25, 9.20 a.m.) / SYDNEY, This Day. In tht- State Legislative Assembly the Leader of the Opposition (Hon. C. A. Lee) after generally condemning the administration of the Government nnd the failure to meet Parliament before the election, moved a vote, of censure. The debate was adjourned. (Received July 25, 9.30 a.m.) MELBOURNE, This Day. In the Federal Houso of Representatives tho Premier (Right Hon. E. Barton) seated that he ,wus in communication with Mr, Seddon with a vio^v of finding out whither tho Governor of Fiji's proclamation with reference to agitating agaiust the form of government in the island was an interference with the right of free speech of British subjects.
