Joseph Chamberlain, Secretary of State for the Colonies, in the course of an address at Birmingham University, said he hoped 'the University would develop a Research Institute and a Faculty of Commerce. The speaker; insisted that Britain's existence as a great trading and industrial nation depended on a thorough scientific treatment of commercial education.
