ANOTHER MINISTERIAL APPOINTMENT. [press association.] LONDON, 12th November. It has been arranged by the Cabinet that Earl of Cadogan shall retain his post as Lord-Lieutenant of Ireland. Mr. J. Grant Lawson, la.P. forThirsk, has been appointed Parliamentary Secretary to the Local. Government Boai-d, in place of Mr. T. \v. Russell, who has resigned that position in consequence of his disapproval of Lord Salisbury's Irish land policy . The German press criticisms of the speech delivered by Lord Salisbury ab the Guildhall banquet are reserved. The tone of the French press is moderate.
