DIPLOMATIC NEGOTIATIONS. OVERTURES PROM THE CHINESE' DELEGATES. ' [press association.] LONDON, 27th October. The Times states that Prince Ching and Li Hung-chang havo 'communicated vcith the Ambassadors asking what officials are deserving of punishment, and what form the punishment should take. The Emperor, in a decree, recognises Tung-fuh-suing, one of the leaders of the attack on the Legations, to have been guilty of great crimes.
