THE SITUATION IN CHINA.

No important change in the state of affairs in China is revealed in to-day'S cable messages. The allies have not yet announced their formal adhesion to the Anglo-German agreement, nor is there any reliable news of the Chinese Court's return to Pekin. The allies are now in possession of Pekin, Tientsin, and'Pao-ting-fu, and are sending sundry expeditions to quell the Boxers in the country districts of Chi-li. The large force of allied troops which converged on Pao-ting-fu is pushing on to Ching-ting-fu to the relief of the missionaries and engineers there, but beyond this there are no military operations of any magnitude. There is every prospect of a large allied force wintering in Northern China, &nd that would mean putting off the final settlement at least until the spring. Of to-day'a news, the most important is that which indicates tho danger of the anti-foreign movement spreading into Contral and Southern China. Prince Tuan, who ' still dominatesi the Imperial Court, is said to have appointod a violently anti-foreign officer as Governor of Hupei. The Governor of a province has in many* repects powers practically coordinate with those of the Viceroy or Governor-General, Chang-chi-tung, a moderate man, inclined to favour Great .Britain, is Governor-General of- the two Hu provinces, and the appointment of the now Governor of Hupei looks like an attompt to stir up strife in the Yangtso region. It i« significant also that a violent Boxer proclamation should at the same time appear iv the Far South.
