♦ LEGISLATIVE COUNCIL. RATING ON UNIMPROVED VALUE. On the motion of tho Hon. D. Pinkerton the Rating on Unimproved Value Act Amendment Bill" was read a second time without division. TESTATORS' FAMILY MAINTENANCE BILL. The Hon. Colonel Pitt moved the second reading of this Bill. The Hon. Sir G. S. Whitmore was opposedi to the measure. In many families there might be good reason for a testatot leaving all his property away from his wife and family. The Hon. G. M'Lean considered that the great merit of the Bill was the fact that it prevented a man from willing all his estate away from his family. The Hon. J. M. Tworaey did not think the Bill went far enough. He would make it impossible for any man to will more than 20 per cent of his estate away from his family witheut the consent of his wife or his natural heirs. He heartily supported the Bill as far as it went. The Hon. H. Gourley was in i"avour of having a definite limit put to the amount which the testator could i« aye away from his family. After further discussion, the Bill was read a second, time without division. THE MARRIAGE LAW. On the" motion of ' the Hon. H. Feld-, wick, the. Deceased, Husband's Brother 1 Marriage ' Bill was read a Secbnd' $me - by 17 votes to 13. EDUCATION BOARDS. The amendments made in the House of Representatives in the Education Boards Election Bill were agreed to, with the exception of that in clause 14, giving the casting vote in an election to the Secretary of the Board..
