The Russian Government admits that a state of war exists in Eastern Siberia, but declares that it hopes to restrict the operations to that quarter. Blagovostchensk, the frontier town on the Amur liiver from which the Russians were driven out a few days ago, has been re-occupied by them in force, after the rout ot the Chinese forces that had captured the town. Energetic movements are now being made to oppose the Chinese aggressors in this_ part- of the Empire. ,The "Chinese army has, however, been strengthened by the arrival of additional artillery. At Chartsin, one of the border towns, a Russian force has been isolated.
