CLOSE OF THE SESSION. THE PRESIDENT REVIEWS ITS ! WORK. SIXTEEN STATES ADOPT THE ARBITRATION SCHEME. [PREBB ASSOCIATION.] (Received July 31, 8.45 am.) Amstebdah, 80th July. Tho International Conference convened at the instance of tho Tsar of Russia to consider tho question of the lessening of the burdens of armament and ameliorating the conditions of warfare, which has been sitting at the Hague since the 18th May, has now risen. The President (M. de Staal, Russian Ambassador to Great Britain), in his final speech reviewing tho business of tho session, said the work achieved was sincere, practical, and wise. The Conference had reconciled tho opposing principles of the sovereignty of individual States and international sovereignty. The representatives of sixteen States have signed the agreement to adhere to the schome which was adopted by the Conference for international arbitration on an optional system. His Holiness the Pope addressed a letter to the Conference, in which ho commended the scheme of arbitration, aud promised to give it his support. Tho question of the adhesion of the Vatican and tho Transvaal Government to the Peace Convention will bo referred to the signatory Powers.
