THE CHANCELLOR 01? THE EXCHEQUER GIVES WAY. REDUCTION OE THE DUTY ON COLONIAL WINE.

The crucial debate in rogard to the duties on colonial wines imposed under tho recent British UinlKi-'t proposals took place in the Jituis^ oi' Commons to-day. bit 1 Howard Vincent, member for Central Sheffield, propuj-ed to e.\ompt tho colonies Irom the mcioaso altogether, but this was negatived by JU_ to ;j7. Sir Michael llirks-Beaeh, Chancellor of the Exchequer, then announced that a readjustment would ho made, amounting to a decivnso in the wine duties. The announcement was received Avith cheers. With the growth ot' Imperialism in the colonies, said the Chancellor, it might be expected that the obstacle;! to trade existing in their tariffs will be the more readily removed. Sir Michael agreed that instead of 3s per gallon on .still wines in bottle he would ask ior a reduction to Is (id, with Is surtax on all spirits and wines in bottle. In continuing his speech the Chancellor said that as colonial wives were Avichin the 30deg. of proof spirit limit he would risk an additional 3d duty instead of 6dSir Henry Campbell-Banuerman, leader of the Liberal Party, congratulated Sir Michael Hicks-Beach" . ;a this announcement. [The( British tariff has up to the present exacted Is pur gallon on all wine, still and sparkling, not exceeding 30 degrees proof spirit, and 2s Gd per gallon exceeding 30 degree** but uuder 42 degrees, Avith au additional 3d for every degree over 42. Sparkling wives, if imported in bottle, pay an •idditional duty of 2s per gallon. Under the new larfff the duty was to be increased ill round by 6d per gallon, and this the Chancellor of the Exchequer now agrees to reduce to 3d per gallon.]
