THE BLOWING-UP OF THE LAGOUBAN MAGAZINE. RUSSIA WAS ALSO TO HAVE SUFFERED. [press association.] (Received March 18, 9.40 a.m.) London. 17th March. The Daily Chronicle's Vienna correspondent states that the Russian Minister ©f War was warned prior to the Toulon powder magazine explosion, by which so many persons were killed, that a simultaneous attempt would be made in St. Petersburg. Immediately extraordinary precautions were taken.
