The German Emperor, in addressing the Diet of Brandenburg — the central province of Prussia, and the original dominion ot the present Imperial House — said his house had succeeded chiefly through maintaining their personal responsibility to the Ruler of Heaven. "While unexpiated sin, he said, reigned in the world, war and hatred woufd exist. A United Germany, he concluded, was the bulwark of European peace.
