Sir — Referring to your sub-leader in tonight's paper, referring to the brutal and inhuman rule the Belgians exercise in tho Congo, and illustrative of the character of its representative (Major Lothaire), ! may add that it is an open secret with the Home authorities that the murder' of Stokes was for the purpose of obtaining the £4000 worth of ivory he had with him ■at the time.
