WAR TO BE DECLARED AGAINST THE AMERICANS. BLOOD SHED ALREADY. [press association.] Manila, 27th January. It is expected that the insurgent natives will declare the Constitution of a Philippine Republic on Sunday. The Filipinos Congress, which is now sitting at Malolos, has adopted a Constitution, and has also authorised the leader of the revolutionary party — General Aguiualdo — to declare war against America. News of a collision at Tondo between the outposts of the American and native forces has been received. It appears that an American sentry killed a captain and a private in the insurgent ranks.
