A TRIPLE ALLIANCE TALKED OF. [BY TELEGEAPH — PEEBS ASSOCIATION.] [PEK E.M.B. MOANA AT AUCKLAND.] San Francisco, 7th September. Rumours of international alliances are everywhere rife. Following on the declaration of a treaty of alliance between China and Russia, comes the announcement from the Japanese press that the treaty between Japan, Great Britain, and the United States, •at present relating only to the affairs of the Philippines, will become permanent and general, Japan has shown a decidedly friendly intent to both the Powers mentioned, and the press has declared unequivocally that no other nations should be allowed to interfere in the affairs of the Philippines.
